Do you mean you want to run a Mail Server that has Web interface? You should check with your ISP first since I heard some of the bigger ISP (like AT&T) actually block mail server port number. That means you cannot run mail server on your own computer.
Assuming you can run your own mail server. All you need actually is a free mail server and free webmail client.
