Windows vista internet slow (fast in safe mode)?



So i have vista and i had some problems with it so i did a full system restore. now my internet is running super slow. i have a laptop connected wirelessly. and when i plug in the ethernet cable its the same. it used to run fine before i reformatted it. my dads computer (laptop windows xp) runs fine wirelessly. but the thing is my computer runs fine in safe mode with networking. can ANYONE help me? i ill be more than happy to answer any questions that will lead to solving this problem on email or yahoo messenger or even on this page
ive scanned my computer with norton, adware, spybot, cwshredder, ccleaner for malware adware spyware virus worms trojans and anything else i can imagine. my computer is clean. i only reformatted it because there was something wrong with my start up sequence which was my fault as i did something to it.

    Wrote this all backwards, Actully, do this first. CTRL+ALT+DEL, open task manager, click on the processes tab, sort by CPU or Memory (which ever is using 100%) find out what programs are using hte most memory or cpu and uninstall them if they are not needed.

    Free up some space on your Root drive. If it’s below 1GB it could start to run slow. Get CCleaner to do this

    First thing, check what is installed to the system. Get Bearc to do this

    Check to see if what you have matches what you bought. It might be that one part of the machine is misfunctioning.

    Second. Reboot with the windows install disc in. You will need the machine to boot with CD first. Do a repair of your windows install.

    Third. Use a program like spybot S&D in advanced mode to suspend unneccesary programs from running at start up.

    Get AVG if you don’t have Anti Virus and check your machine for viruses.
